Take a look at HomeSeer ( www.homeseer.com ).
If it won't do it out of the box (which I think it will), you can write a
very simple script to handle it.

If you are using a version of Outlook that supports VBA and are somewhat
familiar with VBA, you can use the free download ActiveX component for
firecracker or CM11A assuming you have one of those controllers to control
any X10 device. Simply setup a VBA script that executes upon receipt of the
message for which you wish you monitor.
If you are in to programming a little deeper, you could program directly to
the serial port attached to the controller using commdlg.dll but the other
way is a lot simpler IMHO.
